U.S. sales of cars, trucks and parts also fell to just 33 percent of the previous target. Before the trade war, China was the second largest export market for U.S. vehicles. In July 2018, China returned the favor against Trump`s tariffs with a 25% tariff on U.S. cars. U.S. exports then fell by more than a third due to the relocation of production for Chinese consumers to other sites and the non-recovery of U.S. exports since then.
Tesla, for example, announced in late 2018 that it would accelerate construction of a new plant in Shanghai and relocate U.S. production to Chinese consumers. The company stressed that Trump`s tariffs on auto parts and China`s retaliatory measures against finished cars had not made U.S. exports to China competitive. BTAs are very different in content and design and reflect the fact that they may have been negotiated for other strategic (and perhaps non-economic) purposes [13, 14]. B, for example, supporting political partnerships between countries, strengthening bargaining power in trade negotiations with third countries, or promoting liberal economic reforms at the national level . It is difficult to determine and assess the relative importance of the various possible objectives that could push the negotiations forward and is often a matter of interpretation of the final agreement . In this context, two of the most active players in world trade were proposed to pursue distinctly different interests in the creation of BTA: whereas the policy pursued so far by the United States had probably focused on strengthening strategic alliances and rewarding its contractual partners for national economic reforms  , China is often seen as particularly interested in acquiring economic and indirect political influences in the Asia-Pacific region by creating narrow economic dependencies .
